The topic is of particular importance in terms of strengthening the role of the tourism industry in diversifying Azerbaijan's non-oil sector and ensuring the sustainable development of the national economy. Although tourism companies play a key role in realizing the country’s economic potential, increasing employment in the regions, and shaping its international image, institutional, financial, and infrastructure constraints slow down the pace of development in this sector.
The aim of the study is to identify the main problems hindering the activities of tourism companies, evaluate their impact mechanisms, and determine scientifically-based directions to accelerate development. The research employed analytical and statistical comparison methods, as well as SWOT and GAP analyses, to identify the differences between the current situation and target levels. Through these methods, the strengths and weaknesses of regions, development opportunities, and threats were identified, and the gaps between the existing and desired situations were systematically assessed.
In addition, official data from state bodies, reports from international organizations, and economic analysis methods were utilized to examine both the current state and development prospects. The analysis revealed that the main factors slowing the development of tourism companies are limited access to financial resources, uneven infrastructure development in the regions, weak human resource potential, and the slow pace of digitalization.
Implementation of the proposed policies and institutional measures will enhance the sustainability of the tourism sector, strengthen socio-economic activity in the regions, and improve Azerbaijan’s competitive position in the international tourism market.
